Q:Can Dust Tornado be used to stop the activation of a card?
A:Dust Tornado cannot stop the activation of a card. In order for any Magic/Trap that destroys cards to negate, the card has to say that it negates it. That's the rule: If there's no negation, there's no negation.
Q:Can Penguin Soldier save itself from attacks using its effect to return it back to ure hand? And if so does the same apply to Hane-Hane?
A:Penguin Soldier is technically destroyed already, so he cannot save himself. He's just waiting to go to the Graveyard.
