I know this is a casual deck, but what is the focus in this deck? If it is summoning toon monsters, I would suggest:
-Summoned Skull Toon
- Toon Mermaid
- Manga Ryu Ran
- Toon canon soldier
+Toon Dark Magician Girl x2 (If you must have higher lv toon monsters, she is the best choice as you don't have to pay 500 life points and she can attack directly on the turn she is special summoned).
+Toon Gemini elf x2 (better than having two 1400 Atk toon monsters with either bad summoning conditions or not so great effects).
I would also consider cutting back on the betd to just 1 as most of the time it is a dead draw or you just dont have the tributes for it.
As for other monsters I would suggest Marshmallon or other good defensive monsters, just in case toon world gets destroyed.

I would also consider adding scapegoats or other token producing cards, as toon monsters can be special summoned through the sacrificing of tokens.
I like your deck though. It is kind of hard to put together a good toon deck that will perform well on a consistent basis. It is however extremely fun to use a toon deck.
